Dumbledore used people like chesspieces; he thinks about them in how it is they relate to him and his goals, and doesn’t concern himself with minor details like the potential for psychological trauma. The fact is, Snape’s purpose to him outweighed the shitty things he did to the kids at Hogwarts, Harry being with the Dursley’s was more important than Harry’s mental health, and Sirius staying out of the way in ootp was so crucial that hiding him safely away in the house he suffered abuse in for years was worth his remaining sanity. It’s a recurring pattern of behaviour for Dumbledore. There’s a really fantastic post about Dumbledore’s treatment of the people around him here.
